Did you miss the news on Tuesday?  Trump has signed the Executive Order instructing works to start immediately.  That means engaging engineers and doing surveys etc.

It appears to be a ongoing project currently but on a smaller more localised scale. What President Trump is bringing to it will be a significant escalation to cover areas hitherto left unprotected except for the odd Highway Patrol.  Trump has signalled that he will authorise the funds to extend the existing barrier and put several thousand more officers on the ground.
