You'd need to find out why the statement from Roque was taken so much later even though he was first on the scene.
Mark Williams-Thomas says a couple of days.

One tends to find that initial observations by those first on the scene are correct. Things start to blur from that point as self preservation and vested interest take over.
A malicious prosecution for a crime which never existed. An exposé of egregious malfeasance by public officials.
Indeed, the truth never changes with the passage of time.

The situation would not arise in UK because of the PNB system. Someone seems to be making a gross assumption the Portuguese do not use a similar system.

I'm not from the UK or Portugal so I would have no idea what the PNB system is.  What does PNB stand for to begin with please?
