Seems like her parents should be done for neglect then, leaving her in the clutches of an older man who (if she was under the age of consent) committed statutory rape on her, by his own admission.

As his 'friends' didn't bother we'll never know.

He didn't brag about it at the time.  He did though on the tenth anniversary of Madeleine's disappearance when Kate and Gerry were campaigning on her behalf.  His horrified friends reported to the BKA who started investigating him then. The rest as they say - is history.
