It all depends on how many mobile phone masts ( towers) are in PDL.. I researched it and found two.. and what people told the inspectors where they were..
If they told PJ they were miles away but their phones were pinged by a mast in PDL and the one which is nearest and serving near 5A then this evidence is enough for possible questioning..

The tweet is a bit ambiguous but IMO the phrase "managers of apartments" is probably intended to describe the company (which does manage apartments) and not the job descriptions of the ex-employees.

IMO all we know is that SY have noticed in the phone records 3 people communicating with each other by phone that night.
SY themselves have never said these 3 people are burglars or employees or ex-employees.
