There was an unacceptable delay in getting a police involvement the night Madeleine McCann was abducted.  A delay which contributed to the abductor or abductors getting clean away without being detected, who was to blame for this?

There are several possibilities here, was it the McCanns themselves or one of the Tapas-7, the Receptionist, the police or someone else? Did Mark Warner Holidays fail in their responsibility to their guests?

I have no hesitation in blaming Mark Warner protocols and the receptionist.  They were alerted to a possible abduction of a 4 year old child just minutes after it occurred and they treated it as if it was a silly prank. Pathetic in my book!!
De troothe has the annoying habit of coming to the surface just when you least expect it!!

You can't but realize that Madeleine was abducted around 9:15, under the nose of her father who unfortunately was not looking in the right direction. Second misfortune : a real opportunity existed to get hold of the carrier, with no help of the police since he walked in slow motion, had the checking at 9h30 been done properly.
This is why the question of "blaming someone" sounds to me hazardous and unreasonable.

Perhaps there is no obvious person at whose feet to lay the blame, and the files are not helpful in pinning down exactly when the police were first called, or sorting out the confusion in the various witness statements.

It seems to me that no one was willing to take leadership - to initiate the resort's missing child policy, or to call in the authorities.  The missing child protocol seems pretty haphazard and un-rehearsed, particularly for a disappearance happening at night.  The receptionist was clearly unwilling to take the initiative the phone the police when he was first asked.  John Hill was brought in rather late in the event.  The parents were quite understandably in a panic, and their friends together with the resort staff seemed unwilling to accept the possibility of abduction.

The abductor got clean away before the police were even alerted, it seems ....

Where they? What time did the abduction occur then and the alerting to the resort personnel?
