I dont think the uk has an amber alert system, I could be wrong.....amber alert system as instituted in the usa, and europe I believe requires certain criteria in order to be launched, the maddie case would have fulfilled none of those..... Edited to  correct uk to usa

I checked on Google and it seems that there were some regional schemes in place at that time, but a UK national system similar to, but not the same as the USA scheme did not come into force until much later.
