The last thing the PJ want is an investigation which uncovers their own ineptitude or dare I say incompetence going back to 2007.  A nil result would in my opinion be the best outcome they could ever hope for.

But Summers and Swann intimate that the Portuguese police acted with reasonable diligence.
But then EU law would not allow a JIT in one EU member state headed by the police force of another EU member state. So the Portuguese in that event could cook the books to their own ends, so your basic premise is a bit weak; IMHO in the nicest possible way of course  8(0(*
