The McCanns declared (to the PJ) long before they were made arguidos that they had calpol with them on that holiday, and the PJ never raised an eyebrow (at least about that).

So whether the drug was licensed in 2007 or not, possession of the drug was (presumably) quite lawful in Portugal.
