Perhaps you'd like to rethink in Portugal 2007 terms?

No CSI manual at the time.

There are no photos of the item(s) in the PJ Files.

Seems rather ironic given all the EU directives levelled at the financial services industry that PJ had no CSI manual. 

According to the following Portugal has one of the lowest rates of intentional homicide:

Just my opinion of course but Jeremy Bamber is innocent and a couple from UK, unknown to T9, abducted Madeleine McCann - motive unknown.  Was J J murdered as a result of identifying as a goth?

But are the deaths being classified as accidental deaths or even suicides instead.

Well I don't see the difference?  The EU have had a lot of sway on UK financial services rules and regs which were standardised across EU so why not with regard to policing ie insist on having a standarised approach with solving crime starting with a CSI manual?  Especially bearing in mind the highest court of all member countries is the ECJ.

The Eu is primary a trade and business organisation  - it even has a central bank and makes regulations to control these sectors. The ECJ exists mainly to deal with trade disputes and doesn't have a role in criminal cases.
