No it isn't as evidenced by the toxicology report:

Liver is 0.55 micrograms per gram
Blood is15 nanograms per millilitre
The above levels are consistent with a dose at the low end of the medium range as discussed here many times.
You're too obsessive about scientific data.
I'd rather believe the people who knew Sheila, other than Jeremy Bamber of course, and who witnessed her deteriorating medical condition in those last few weeks and days, than the test results of a couple of blood and tissue samples in a test tube or petri dish.
From Carol Ann Lee - The Murders At White House Farm...
In a 2013 letter, Jeremy disputes accounts of Sheila’s extreme listlessness, which would obviously have some bearing on her ability to carry out the murders: ‘Ann Eaton and Robert Boutflour promoted the nonsense about Sheila’s slowness and lack of coordination – but no one else ever saw that, and I certainly never experienced Sheila acting in such a way.’In fact, there are many such descriptions. Tora saw her friend every week that summer and remembers: ‘She was extremely tired and so weak. Normally she was a lively person but she really couldn’t function and was very aware of not wanting to be around the children in such a state. One day she asked, “Tora, can you help me?” I said, “In any way I can, Bambi, I will.” She told me, “I must get away from this doctor. He’s giving me medicine and I hate it. I’m not feeling right at all.” She wasn’t being listened to – decisions were made without her consideration. The change in Bambi was just huge.’ Dr Ferguson acknowledged that over-sedation was a possible side-effect of haloperidol and in extreme cases led to involuntary movements and drug-induced parkinsonism. In April, Sheila called him to complain that the injections were ‘flattening’ her. She visited her GP, who prescribed procyclidene twice daily to counter problems with muscles and joints movement. Despite her lethargy, she was also given a supply of Noctec, a nocturnal sedative. On 2 May she received another injection of haloperidol, together with a prescription for Triludan, an anti-histamine that was withdrawn from production seven years later following adverse reports about its effects on the heart.
