Operation Grange’s remit did not specifically state that they should investigate cases of rape and child sex crimes on the Algarve yet they did.  How do sceptics account for this, given the remit was specifically about investigating one particular crime - Madeleine’s abduction - and nothing else?

I don't live in Britain and haven't done so for thirty years, so no one's Remit is of all that importance to me.
