Do you expect one of us to be able to answer your question to your satisfaction?  Send them an FOI if you're so desperate to know.

They didn't decide it was definitely an abduction as far as I can see.

Why and how they decided it was an abduction is one question I have been asking, but no answer seems to be forthcoming.

It's actually quite simple. What crimes did SY have jurisdiction to investigate in Portugal in relation to Madeleine? A missing child is not a crime in itself.

Its all a moot point now the BKA have it in hand.

Yes, not quite sure why Grange is still active, considering it's beyond any reasonable  doubt that Maddie was murdered by Brueckner.
Unless Wolters wasn't telling the Truth?
And if Wolters wasn't telling the truth then perhaps neither were Redwood, Rowley & the McCanns.

Madeleine was a ward of court. She hadn't been returned to the UK from Portugal. What action should have been taken by the court in the absence of evidence of her death?

I doubt it, Wolters IMO is working on stats of missing children being dead with in a few hrs and with no confirmed sightings, thats why he adds the caveat there maybe a little hope, thats why OG still say its a missing child .

Below from an ex cop who was in Luz early days.

Dr. Graham Hill is a criminologist and child protection expert

This was the kind of thing that needed to happen as early as possible, he said, as children that were abducted and ended up dead as a result were normally dead within three to six hours.
