A three-year-old girl was found dangling by her neck from a fourth floor window grill after her parents left her alone to go to work in China....

Very unpleasant.  I think she slip through onto the roof of the window cage below and got stuck by the neck.  I do not believe she was hanging more liked trapped in terrible position.

Child and parents were very lucky.

In the adjacent flat the distance between the chipboard/plywood(?) floor on the cage bottom to the cage roof below it appears to me greater than the length of the girl's body... so I don't think she would have been able to touch the roof below her position with her feet.
Perhaps for a while her clothing prevented her body from dropping through completely and her screams alerted neighbours soon enough for the rescue service to arrive by which time she could have squirmed about until only the head was left above the bars. Her neck or head don't appear to have been there long enough to show any damage.

A frightening experience none the less, perhaps one she'll remember for the rest of her life.

I still recall when at a similar age a mouse ran across my pillow in the middle of the night in a darkened bedroom, and for a year or so I was frightened of bedtime and listening for scratches/gnawing at the skirting board and under the floorboards in my room in case the same thing happened again. Managed to get over it eventually when my dad bought me two pet mice safely secured in a metal cage, and I learned they weren't that bad after all.
But it was an unpleasant period that I'll never forget.
It's one of them cases, in'it... one of them f*ckin' cases.

Difficult to say.  I cannot see her hanging there by her neck as it would have been broken very quickly.  I see her as standing on the top of the window cage below and trying to pull herself up.  The Daily Fail doubtless wants to use it as China-bashing which is very common these days.

Children are very precious in China due to the One Child Policy (One Boy Policy) so in many areas girls are an endangered gender.  In China there is a shortfall of some eighty million females these days - yes 80 million.  In some villages no girls born for ten years.

I used to teach in an inner city type "hell hole".  This particular class was one of the few really nice ones.  They were 13 year olds and the boys and girls were noticing each other.  One boy was very handsome and built strongly.  He was proud of his muscles.  One girl was very sweet and very pretty.  It was the end of the lesson (Art) and as they cleared away I noticed a group.  Over I went to see this couple doing their party piece.

He was lifting the girl off the ground by her neck; the class looked on with interest.  Jeez !

Anyway showing an outward calm that I didn't have within, I quietly told him to put her down, very gently.  The class almost hissed at me, but I think he could see I meant it.  As soon as she was safely on the ground and to protests I explained why.  Dont think I was very popular, I had spoiled their fun.

The next day the girl, came especially to see me and said her parents wanted to thank me and so did she.  That was nice.
