In all the chat on the thread about why didn't Gerald and Jeremy see Jane we were lead to believe the street lights should more accurately be described as "darks". 
When the Carpenter family left the tapas restaurant which was shortly after Jane passed the two men in the street and before the alarm was raised, there were vehicles parked in the street.
SC mentions in his rogatory statement that he had difficulty crossing the road as his vision was blocked by them.
Unfortunately the CCTV situated at the supermarket, which would have covered that area, was not working ... or all might have been revealed.
Similarly if there had been CCTV in the tapas restaurant as there was in the Millennium restaurant there would have been no problem with timelines and the police could have directed their exertions elsewhere when that was established.
However, I presume that anyone whether abductor or burglar would have been aware of security measures in place and how to avoid being captured on CCTV where it was in operation.
Perhaps MW should have investigated installation as a security measure given the spread out nature of the resort and the fact it was not ‘self contained’.
