There could be many reasons why LP did not think it significant at the time.

LP were there to assist the PJ, not interfere in the workings of the investigation. Why would they not have forwarded that particular statement?

For sure somebody did ... the PJ were in possession of a copy.

Perhaps the question which should be addressed is why the PJ did not bother to have an artists impression drawn up from the Smiths' descriptions?  Why was it left to private investigators employed by the Madeleine Fund?

Maybe the PJ didn't bother for the simple reason all three Smiths were adamant that they could not describe the person they said they saw ... nor could they pick him out from photographs.

Cos it very much looks to me as tho he is walking away from blocks 4 and 5, not TOWARDS them ! 
he is going towards block 6.
The crimewatch footage of the JT sighting is NOT filmed at the real junction.
It is filmed at a different junction.

Many shots in crimewatch are at substitute locations.
The tennis game is filmed at a different court.
The dangling feet in pool scene is filmed at a different pool.
The child stating she was crying on wednesday night is filmed at a different apartment.
Etc

(If he did, is it possible he gave it to a PI agency ...?)

He filled in a questionnaire for the LP (according to the article) which is not in the files.

Sounds like LP had a list of every UK guest and sent them all a questionnaire?

I don't think the PJ double-checked all of the files that were to be either withheld or released. Several statements are missing for no fathomable reason (unless they got lost or had been forgotten) but then some which should have been left out are in there, including those.

If the PJ or LP had considered that incident in any way significant, it should have been included as a question for clarification in DP's rogatory interview, which it wasn't.

I agree, I don't think it's beyond the realms of imaginationland to believe that the LP sent questionnaires to returning British holiday makers, inspected them, & then forwarded them on to the PJ where deemed relevant, or sumink like that.
