According to the folks here, August is the month they hate.

The folks from Lisbon swarm over the Algarve.  Rightly or wrongly, they are seen as stressed out and aggressive.  (Note - this view is from a local.)

The locals, if they can, head somewhere else for August.
Thanks Shining. Just looking at the possibility the man and child seen by Smith group, could be a portuguese tourist father and daughter who live in another part of Portugal and were in Luz for a week's holiday.

Rather specific.  It could have been just for that day too.

Smithman carrying a child in his arms checked his watch after passing the Smith family and the time was 10:03. Both are still unidentified 10 years later.

Skin colour of mainland portuguese people varies from light pink to intermediate white and tanned.

There is an instructive example in another incident where 2 english witnesses tried to converse in the foreign language English with a distraught woman in the road, but without success.

The reason is the obvious one straight out of "Occam For Beginners - The Simplified Version" ...

The woman did not understand English.

I can see where you are coming from with this, Shining. But the father DCI Redwood told us about who had come forward and claimed he was carrying his daughter home from a creche ... didn't seem to have that problem with Scotland Yard.
It might be harder if this same person has to admit to being Smithman too!
