None of this 'improperly investigated information' seems to have led anywhere, so perhaps it didn't need investigating in the first place.

Yes I suppose that's why the pj didn't bother to investigate it
They probably do it a lot
Why bother
Probably won't lead anywhere
The fact is that sometimes it does and that's why it has to be followed up
