The shutters. How do they operate?

This is what someone  has said to me: "The shutters open  via pulley system you pull and you can adjust just like our blinds  to allow as much light or as little a light as possible without being raised ok." 

Is that true that you can adjust them to allow more light through?

It might be possible to open the links in the metal shutters a little by applying upward tension.   We don't have these shutters in NZ commonly so I'm unfamiliar what can be done to increase the amount of light in the room without actually raising the shutter.
Like could you have two identical shutters allowing different amounts of light into a room simply because one has had tension applied?

Ask Operation Grange,if they don't know then it'll show that their investigation hasn't been that thorough.

Yes. When fully closed all the slats are fully closed. Pulling on the strap opens the slats first. Keep pulling and the shutter starts to go up.
