Extract from Kate's book:
One of the most concerning and upsetting pieces of information to emerge (from the release of the files) quite early was the record of sexual crimes against children in the Algarve.
The discovery made me feel physically sick. I read of five cases of British children on holiday being sexually abused in their beds while their parents slept in another room.
In three further incidents, children encountered an intruder in their bedrooms, who were presumably disturbed before he had the chance to carry out these assaults.
I guessed these were the reports that Bill Henderson had told me about. These incidents had occurred within an hour's drive of Praia da Luz over the three years prior to Madeleine's disappearance. The PJ had never mentioned any of them to us. In fact, I gathered from the files, some hadn't even been recorded by the authorities.
So they might never have come to light if the parents of these children hadn't been brave enough to come forward to the British police after Madeleine was taken and relive their nightmares.
They did so in the belief there could be a link between what happened to their children and what happened to her.
It broke my heart to read the terrible accounts of these devastated parents and the experience of their poor children.
....
The parents had called the police. They hadn't felt that the crime was taken seriously by the police or by their tour operators. Statements were often not taken. DNA and finger print evidence was frequently not sought. In most instances there was no sign of a break in.
I cried for hours after reading a letter of complaint from one mother regarding the sexual abuse of her daughter and the lack of proper attention paid to it.
The final line in particular has haunted me ever since:
"It is difficult to see with this lack of investigation or interest how a profile of this man can be built up. It did not appear to us that there was any great incentive or determination to find the offender and bring him to justice. Furthermore, it could all have been so much worse...indeed this man could go on to do much worse to another child if he's not stopped now".
Six months later, our beloved Madeleine was grabbed from her bed. Of course, none of these children was abducted and these crimes may be completely unrelated to what happened to Madeleine. We do not know who has taken our daughter and for what purpose.
What these cases do demonstrate, however, is that British tourists in holiday accomodation were being targeted. At the very least, the possibility of a link between these incidents and Madeleine's disappearance should have been investigated.
It is so hard not to scream ffrom the rooftops about how these crimes appear to have been brushed under the carpet.
The authorities have known of them for a long time and yet the perpetrators as far as the families are aware, remain free. Children are involved and they need to be protected.

The lack of proper investigation of these cases,or even acknowledgement that they occured, is very disturbing.

Thank you for posting this Chinagirl. It is a somewhat damning indictment of the Portuguese Police.

Where are these cases referenced asides from Kate's book?
Are there from unpublished appendix 6 of PJ Files?
Thanks, Heri.
-
Heri, I understand that some of these instances were mentioned in files the McCanns received, but not in those available to the general public. Others were discussed with Kate by Bill Henerson, the then British ambassador.
-
I wonder if any of these incidents were reported in any Portuguese medium.
-
I asked and asked and asked a British (not sure) journalist who lives in the Algarve and a friend who has acquaintances with authorities, but nobody knew about those cases. I'm not suggesting they were invented, but I'm afraid they aren't correctly told.
Sometimes, you invite for a drink people you shouldn't have trust. Sometimes you don't make an official complaint because for some reason you don't want what happened to be known.

But they are known about ....
I think minimal to zero publicity was given to these incidents for reasons of not wanting to scare the highly lucrative British tourist industry in Portugal.
-
Sheesh. So it's the fault of the parents of these children for inviting in nasty people and then telling lies about it.
Sounds about right in Portugal.

Ah !
Which country is more visited by tourists ? The UK or Portugal ?

Portugal ranking isn't even there.

I can see several potential reasons.
Not wishing to draw media attention to family-friendly tourist resorts may well be one.
But others reasons may be a decision on the part of the families themselves.
- Media attention:
- on a description of a particular perpetrator could forewarn him / her.
- on the family (and particularly the child) would just add to the trauma if names got leaked.

Overall, 602,788 passengers arrived at Faro Airport in October 2011, and comfortably more than half of them – 348,248 – were Brits. Interestingly, Spanish air passengers grew by 32.8 percent, in comparison to October 2010.
The Brits also outweighed the number of other nationalities who stayed in a hotel in the Algarve during that month. In total 92,486 British citizens checked into the Algarve’s hotels – nearly a third of the 265,056 total guests – in comparison to 60,865 Portuguese, 26,438 Germans and 17,620 Dutch.

Are you disagreeing with my post, Redblossom?
If so, I don't see a contradiction. There was nothing personally identifying (either concerning the families or a potential perpetrator). The purpose in naming the areas in which these assaults took place would seem to be to jog people's memories and - quite possibly - to encourage other families who had experienced similar experiences to come forward who perhaps never had.

.... "Who's thinking about child abductions in a sleepy, out-of-town tourist resort?" asked Gerry McCann, expressing the common view among parents that places stuffed full of other parents with small children are supremely secure. Chillingly, the McCanns learnt after the abduction that not only are such resorts an obvious target for paedophiles, but also that parents should have been warned to be vigilant. In 2008, when the Portuguese police officially stopped pursuing the case, their files revealed that in the three years preceding Madeleine's disappearance, three intruders had been disturbed in children's bedrooms within an hour's drive of Praia de Luz and five children had been abused in their beds while on holiday in the Algarve. Evidence had not been collected, let alone collated or publicised.
Among the known paedophiles who could have been in the area are a British couple, Charles O'Neill, 48, and William Lauchlan, 34, both of whom are now in prison for murder in Britain. In May 2007, they were living in Spain, and possibly Portugal, on false passports. The previous year, they were posing as cleaners in a holiday villa complex in Gran Canaria when a child, Yeremi Vargas, went missing. Another possible suspect is Martin Ney, 40, who last month was arrested for the murder of Dennis Klein, a nine-year-old who vanished on a school trip in Germany in 2001. Ney resembles the photofit of the man seen carrying a child by one of the Tapas Seven, shortly before Madeleine’s bed was found empty.
[/b]
Martin Ney also somewhat resembles Gerry

THIS is the man who has confessed to one child murder and is now facing questioning over the disappearance of Madeleine McCann.By: James MurrayPublished: Sun, May 8, 2011 0Comments
In Germany he can be referred to only as Martin N because of its laws on naming suspects
The 40-year-old German youth worker, who we can name only as Martin N, is being questioned over at least three child murders and 40 suspected attacks on children across Europe.
He bears a striking resemblance to the photofit of a man seen holding a child in his arms just minutes after Madeleine was snatched from Praia da Luz.
He targeted children on holiday, entering their tents, apartments or villas, armed with a knife or gun and wearing a black balaclava and clothing. He also threatened to kidnap a child unless the parents paid a ransom.
Private detectives working for Kate and Gerry McCann will now try to discover if he was in Portugal when Madeleine vanished from the family’s apartment at the Algarve resort on May 3, 2007.
McCann spokesman Clarence Mitchell said: “Our private investigators became aware of this man a month ago and they will be liaising with the German investigators. The investigation is at an early stage.”
In Germany he can be referred to only as Martin N because of its laws on naming suspects
German detectives will shortly question the child killer over the disappearance of six-year-old blond German boy Renee Hasse, snatched from the beautiful Amoreira beach near Aljezur on the Algarve in June 1996. The beach is some half an hour’s drive from Luz.
They believe Martin N was in Portugal that summer and are checking his passport and bank accounts to build up a complete picture of his movements over the past 20 years across Europe and South America.
They are trying to establish if the Hamburg-based youth worker, who is said to have used his good communication skills with children to lure his victims, was acting alone or was part of a ring of paedophiles.
He was arrested last month after a major police operation. In Germany he can be referred to only as Martin N because of its laws on naming suspects.
Officers say he has confessed to the murder of nine-year-old Dennis Klein, who vanished during a school field trip at the Lower Saxony coastal town of Cuxhaven on September 5, 2001.
Mushroom pickers discovered the child’s body about 15 miles away two weeks later but the killer’s trail had long gone cold. Earlier this year, a witness who saw a television programme about the case recalled seeing an estate car parked on a forest path at about 4.30am in early September 2001.
A boy who resembled Dennis was in the back seat and a man in the front. The brawny, bespectacled man, who looked to be in his early 30s, matched a description police had received of the suspect from sex abuse victims. He was dressed in black.
In 1992, police said that Martin N had kidnapped and killed 13-year-old Stefan Jahr.
A month earlier he had entered a youth hostel in Bremen, pointed a knife at a boy and ordered him to follow him.
The boy’s scream alerted a teacher who frightened the attacker off.
French police are believed to be about to question Martin about the fate of Jonathan Coulom, 11, who disappeared from a school hostel in St Brevin in the west of France. His body was found six weeks later, handcuffed and in his pyjamas in a pond 30 yards from the hostel.
This could be just the tip of the iceberg. Detectives in Holland want to speak to him about the murder of Nicky Verstappen in August 1998.
The boy disappeared from a tent in Brunssum and his body was found in a plantation of fir trees the next day.
Although so far he is suspected of killing or attacking young boys, clinical psychologist Ron Bracey stressed that gender is not so important to paedophiles, making it quite possible that he could target a girl like Madeleine.
He said: “With paedophiles the gender of the child isn’t really that relevant. It’s quite possible he could have killed girls and boys.”
The thought that Madeleine may have been abducted by a paedophile, and is possibly still being abused, is Kate McCann’s worst fear, according to a newspaper interview yesterday. She was speaking in advance of her book, simply called Madeleine, which is published on Thursday.
Meanwhile a profile of Martin N began to emerge yesterday. German police interviewed him in 2004 after two boys complained they had been sexually attacked.
He was given a small fine but appeared before the courts again in 2006 when a man said Martin N had demanded 20,000 euros or he would tell police the man had child pornography on his computer. Two years later Martin N was asked to supply a DNA sample for police but failed to keep the appointment.
It is believed that between 2000 and 2008 he worked for an evangelical church on a project for the homeless.
His mother is distraught about the police investigation and does not accept the boy she raised has grown into a monster. She describes him as “normal, a little timid and very attentive”.
She insists he never showed signs similar to “the cruelty necessary to commit these horrible crimes”, although a German magazine claims he was scarred by his father leaving the family when he was young.
At 21, the suspect finished a teacher training course and started to travel. Police know he visited Ecuador in 1993, Peru in 1995 and Portugal the following year. He has also made repeated trips to Holland and Denmark.
Police psychologist Alexander Horn said: “During his studies to be a school teacher he was a solid student, although not over-brilliant. No professor observed any behaviour that brought special attention, no evidence from work colleagues that recalled him as a violent person. In fact, quite the reverse.
“Everyone who has been his neighbour or has worked with him describes him as reliable, amiable, friendly and very intelligent. He was always disposed to help with a smile on his lips.”
There are suggestions, however, that in 1987 he sent letters threatening extortion to neighbouring families. One is alleged to have warned: “If you don’t follow our instructions, your children will die.”
His penalty involved doing social work for eight weeks. Five years later he went on to kill his first victim.
German police spokesman Anke Rieken said: “Every place that he has been, every person with whom he has been in contact could lead us to more victims.”

I am sorry but I have no idea, Carana ... and I dont have the energy to research atm.
But there is a certain likeness to Gerry isn't there? I just hope that he hasn't got hold of Madeleine, or any more children. He is a serial paedophile and seems he travels around a good deal.
From his smile and general demeanour, looks like he is a charmer. On the surface anyhow.

I've no idea whether the photo corresponds to the person or not. And some innocent and unrelated people can have the same name by coincidence.
With those caveats in mind (plus the fact that I'm relying on Google translate) there does indeed appear to be a dangerous person of that name who doesn't seem to have been in custody at the time of Madeleine's disappearance. He has since been locked up, if I get the gist of the Wiki entry.
http://de.wikipedia.org/wiki/Martin_Ney
This person seems to have focused on boys, however, from general reading, I gather that not all paedos prey exclusively on either boys or girls.
-
None of Madeleine's carriers treated her but with delicacy : like a first aider (victim, surely not not prey) in the first case, like a father (according to all Smiths) in the second. I don't find any point in speculating on abuse of British children in Portugal unless the intention is once more to suggest Portugal is a barbarian country. Please at least provide stats of all the EU.

One paper printing he bore resemblance to the man Tanner saw,(longish hair) and another to the man Carole Tramner saw, (short shaved blonde hair) only ths creatures MO was to use a black mask! when assaulting boys. IMO an extremely tenuous link. Not sure he was considered a link at all tbh by the PIs, doesnt appear to be a link by actual police anywhere

Tbh, Red, whilst it is possible that he might target a girl, I think that he would be more likely to have abducted Rene than Madeleine. But we dont know. And our minds should remain open until such time as we do know.
Do you agree?
ETA. Noy isn't the man that I think is behind these PT abductions

Not really Sadie, otherwise you would have to keep an open mind on every single very tenuous link *made*, that would run into the hundreds, if there is no evidence whatsoever of any kind, its fair to say there probably wasnt, especially what facts are known tend to point away
PS how do you know it was the same one man behind any attacks/abductions, has there ever been descriptions given?

Unless you can produce official documents about these alleged incidents, this is the most outrageous statement ever produced here.
There had been only one case of a child (british, coincidentally) that was sexually assaulted by a friend of the family. Every one involved was foreign (from a portuguese point of view) and happened 9 years (if my memory doesn't betray me) before Madeleine's case.

If it wasn't so sad it would be laughable!
Why on earth is every children's misery being connected to Madeleine's. There is no connection at all between strangers abductions of a child and the mysterious disappearance of the McCann child.
Personally I resent that other children are being linked or even compared to Madeleine. We don't know what happened to Madeleine, but we know of many children that have been outrageously aggressed, violated, murdered.
-
I protest the OP title. There is no proof that Madeleine was abducted.
-
Tend to agree with you Luz in general. Only thing it has done is spread confusion and speculation and obfuscation. From month old babies to grown women being abducted or missing, many cases involving parental abduction, paedophiles who assault teenagers, paedophiles who only go for boys, seems there is no case that cant be linked to the disappearance of a three yr old. Quite extraordinary and unprecedented.

The cases quoted by Kate McCann are from the files. As there will be numerous policeman who also know about these - I think we can assume they are authentic - even if too sensitive to be released to all and sundry.
The parents came forward to the British Police - not to the McCanns.

Thanks Red
In fact until Madeleine McCann, never did a 3 year old disappear so mysteriously in Portugal.
Inferring that she was abducted is having only a partial approach without any basis on facts.
We've had our share of missing children in Portugal, even if less than in any other country in Europe, but for us, one child missing is too many.
The continuous attempt to display Portugal as a 3rd world country where british kids are at peril is insulting considering what the UK has to deal with on this matter.
I am sorry that Madeleine is missing, I am sorry that there hasn't been a conclusion for the investigation over her fate, but for those that are so prone to attack Portugal, try to search closer to home and you might find the answers.

Kate McCann's files must be special, because there is nothing (and legally can't be anything other than facts relating to the case in question) in my DVD where those cases are referred.
It's legally forbidden to include data from other cases in the files of a certain case. So, either Kate McCann is lying or she was lead to believe lies.

oooopsssss
so it was the British police that informed Mrs McCann?! My mistake.... 8)-)))

Only in the UK!
So the British police gives privileged information to "persons of interest" in a crime?! Wonderful.
But sadly that is misinformation, since no such cases ever happened.

Without a link or some kind of corroboration, sorry but this is pure gossip.

Kate states that this information was in the files. Why on earth would she lie about something which could so easily be proved to be a lie by the police if it wasn't true? That makes no sense.

Benice: Why on earth would she lie about something which could so easily be proved to be a lie by the police if it wasn't true? That makes no sense.
Luz: Really?????
For all the reasons that lead her to lie continuously on every interview she gave, for the same simple reason she wouldn't answer the "famous" (ridiculously innocent) 48 questions to the police, where a lie could mean "prison".

If these stories are true I wonder why they are relevant anyway, to mention in this case, as none of the children attacked were abducted
Only relevant in the context of attacking the PT police it seems
http://www.telegraph.co.uk/news/newstopics/madeleinemccann/8500353/Kate-McCann-accuses-Algarve-police-of-sex-abuse-cover-up.html
So she read about them in the files, but says they were not recorded by the authorities? That dont make sense.

Why on earth, Benice, would she say the truth ? These urban legends serve her purpose to suggest a bad one stole Madeleine. Mrs McCann doesn't provide any evidence these aren't just rumours.
I spoke with a Grange Operation officer, they haven't read "Madeleine", he was amazed when I asked whether they had.

Absolutely no connection at all between the 2 scenarios IMO.
If you believe that Kate would deliberately include a massive lie in her book - knowing full well that she would be exposing herself to the British police as a liar - then that's up to you. I think the idea is preposterous.
One thing I am sure about re Kates book and that is it will have been scrutinised to the Nth degree before it went to publication to ensure there was nothing in it that could be proved to be untrue, and nothing in it that could be construed as libellous. The fact that no-one connected to the case has publically challenged her over the content of her book and no-one is sueing her for libel - should tell you something.

What is disturbing is your lack of common sense to use an excerpt of a romanced book as a quote to alarm people.
There were never any cases with kids as described by that creature.
Jezzzzzz, you are all too crazy to be true!

Fortunately for courts people usually think they have better use of their time than sue others for libel. I bet Mrs McCann knew the risk was null -- when she mocked the GNR officers, in spite of the dramatic situation she was in (whatever happened to Madeleine), as she did mock Mrs Fenn only half an hour after losing her child -- that Tweedledum and Tweedledee likely had financial access to Carter Ruck lawyers.
-
Why the pretense that child abuse doesn't happen in Portugal?
http://www.unicef-irc.org/publications/pdf/repcard5e.pdf
Five nations – Belgium, the Czech Republic, New Zealand, Hungary,
and France – have levels of child maltreatment deaths that are four to
six times higher than the average for the leading countries.Three
countries – the United States, Mexico, and Portugal – have rates that
are between 10 and 15 times higher than the average for the leading
countries (Figure 1b)
Not exactly impressive.

The attacks are:
APRIL 14, 2004: Praia do Carvoeiro, Lagoa, 20 miles from Praia da Luz (PDA). sex assault on 10-year-old girl.
JUNE 9 2005: Sao Rafael, near Sesmarias, 50 miles from PDA. sex assault on nine-year-old girl.
JUNE 2 2006: Praia do Carvoeiro, Lagoa, 20 miles from PDA. sex assault on seven-year-old girl and her 10-year-old sister in separate rooms.
OCTOBER 29 2006: Albufeira, 45 miles from PDA. sex assault on eight-year-old girl
CHRISTMAS DAY, 2006: Silves, 35 miles from PDA. Attempted abduction of three-year-old girl.
MAY 28 2007: Albufeira. 45 miles from PDA. Intruder disturbed at the bottom of nine-year-old girl's bed.
Edgar told us: "Some of the attacks were in the files and some were in other documents that were not terribly obvious. Again I am subject to the frailties of the Portuguese authorities and have to work with what I have been given. I have tried to build bridges with them but have had no response. But we have access to other files that have not been released to the public and the media."
So "sceptics" - is Dave Edgar making it all up? Is he in on it too?
Along with Scotland Yard then, as they have had access to all the info collected by the McCanns' PIs - but of course, Scotland Yard have already declared that they are of the opinion that Madeleine WAS abducted by a stranger.
-
Logically either SY took the option to assume Madeleine was abducted, differing from Magalhães e Menezes, either SY, as tradition requires, rejected any belief a priori, in which case spending tax payers' money would be, after a reasonable time, close to high way robbery. Hence the escape ahead.
All this imo of course ;)
-
You can't help but smile wryly at those "sceptics" who can see absolutely no relevance between break-ins of holiday apartments on the Algarve where kids have been molested and the abduction of Madeleine McCann. The fact that the other children weren't abducted is possibly down to the intruder having been discovered and interrupted, or not having yet plucked up the nerve to abduct or not having put a plan in place to do so, but oh no - not relevant whatsoever. You remind me of Amaral and his cronies who dismissed sightings and witness statements as "not relevant" without so much as a second's thought it seems. ?8)@)-)
You are free to make the link if you think there is any, and speculate over the facts, people are entitled to not to, as where is any evidence whatsoever that does link them? As said previously any extreme tenative link made in this case runs into the hundreds, that is so totally unrealistic. As for not giving it more than a seconds thought, rather exagerrating there arent we?

What is disturbing is your lack of common sense to use an excerpt of a romanced book as a quote to alarm people.
There were never any cases with kids as described by that creature.
Jezzzzzz, you are all too crazy to be true!
So do you think Bill Henderson, the British Consul in the Algarve was lying about these cases? And if so - why?
-
Bill Henderson was there in the early days, why was no mention of this made by the Mccanns until years later then?

Benice, what do you think this means ? " In fact, I gathered from the files, some hadn't even been recorded by the authorities."

No one is going to sue KM if she embroiders any truth in her book, which gives her carte blanche to say whatever she wanted, half truth half not, to the hoi polloi IMO, if not on this issue certainly on plenty of others, good nite

Let's find these reports and then discuss them, Martha.
6 Janeiro 2010 - sex assault on a 2 months old boy, 500 m from PDL. Too much or not enough?

It might be useful to debate if we have the full and complete quote from Kate's book :
"In fact, I gathered from the files, some of them hadn't even been recorded by the authorities at the time they were reported (evidently they were not considered to be actual crimes ). So they might never have come to light if the parents of these children hadn't been brave enough to come forward to the British police after Madeleine was taken and relive their nightmares"
-
Where are the files concerning cases which were reported to the authorities and registered ? They're not in the McCann case files. And where are the files concerning cases which were reported to the authorities but not registered ? In which British files are they ?
-
As to be expected, the Portugal apologists are in complete denial about these intruders abusing children. Rather than recognise that these things happened and were not properly investigated, much easier to claim that Kate is lying, and implying that Bill Henderson is lying too.
Shameful.

Could you provide evidence of Portuguese authorities neglecting to investigate criminals of abuse on children, please, before accusing them ? Unless of course this wouldn't be fair according to the values of your culture.

Can you provide evidence that the sexual assaults against their children, reported to them by British parents were investigated properly?
Why would a letter of complaint be sent to the GNR by one of these parents, and why would those parents come forward to the Leicester police if they were satisfied that what happened to their children was properly dealt with by the Portuguese Authorities? The truth is they came forward because they were disgusted with the lack of interest and lack of action shown by those Authorities.

SY studied the evidence first and came to a conclusion - unlike Amaral who came to a conclusion first and then tried to fit the evidence to suit it.

precisely, Amaral had the perps sorted in his mind before setting a foot in Luz
niggling details were to be cleared in due course
Just like in Salazar's days

Only in the UK!
So the British police gives privileged information to "persons of interest" in a crime?! Wonderful.
But sadly that is misinformation, since no such cases ever happened.
AN ATTEMPTED ABDUCTION Christmas Day 2006
Christmas Day 2006 – Three-year-old Carolina Santos, blonde, blue eyed, was found being led away from the family cafe near the town of Silves by a man last year. Her father, Abel Santos, 40, said: ”We were busy working in the kitchen and came out to find out she wasn’ t there.
I searched around for her and saw her some way away on the road with a man I took to be Moroccan. We started towards them shouting and Carolina stopped and turned towards us. He disappeared around the bend. His wife, Lina, 28, added: “It was very strange because Carolina is very shy and doesn’t go with strangers. When I asked her what happened she said he told her that he had another little girl for her to play with”.
NO POLICE ACTION OR FOLLOW UP. It was decided no crime had been committed !
Sadly, the impressions that I am left with are very worrying. A lack of enthusiasm in finding missing children.

And your proof for that unsupported statement is....?

No response from the Detractors about the 10-15 times average rate for Child Abuse in Portugal then.
Thought not.

The question you have to ask yourself is: do you think it's possible that they MAY have a link to Madeleine's disappearance and if you don't, then why not?

Until the detectives demonstrate it to be so, I shall remain doubtful.

So you agree they should be investigated then, as part of Operation Grange?

They certainly should be considered, though how much time should be devoted to them is not for us to determine.

I don't think anyone here has attempted to determine how much time Op Grange should spend on investigating these incidents, though I assume you would agree that finding the perpetrator(s) and bringing them to justice, irrespective of a link to the Madeleine McCann case, would be a desirable outcome?

Yes, but not necessarily for the average UK taxpayer - more a benefit for the Portuguese authorities.

A benefit also to all those UK holiday makers whose children had been attacked, or whose children may be attacked in future, surely?

Allegedly
It is not the UK's job to solve crimes in other countries (this particular case excepted), otherwise where would it stop ?

It's a shame the authorities in Portugal didn't seem to think these were crimes worth investigating fully at the time, don't you think? Then the Met would not have had to give these incidents any of their valuable attention at all would they?
