The only people searching initially were Gerry, Matt, David & Russell, Fiona, not all the staff as you make out, then Gerry suggested they split up & search. After that there's no evidence of his exact whereabouts. Apart from the Smith sighting.

You can't say what people will do when faced with the horrifying truth that your child is missing.  It's ok for you to say they should have done this they should have done that but as you have probably never been faced with such a horrendous crime you really can't give an opinion on what they should have done.  So Gerry asked someone else to phone the Police Kate stayed in the apartment so what?
