Matters not does it, my question is by declaring his hand can Wolters now only question his suspect as just that and needs solid proof of his involvement ? rather than trying to find out if anyone else was involved or is it really supposed his suspect is a maverick and did it all by himself.

I don't think Wolters has declared his hand ~ which seems to be a cause of great chagrin for some people.

How are you going to get him to talk?  You could tell him the statutes OF LIMITATIONS have expired in Portugal, but then charge him under German law once he has confessed, thinking he was untouchable.
