Torture and other ill-treatment

In February, a video showing prison guards using a dart-firing stun gun against an inmate in Paços de Ferreira prison in September 2010, allegedly to force him to clean his cell, was broadcast on the internet. The man appeared to offer no resistance. In April, the Minister of Justice issued a decree forbidding the use of stun guns in similar circumstances. An inquiry by the Audit and Inspection services of the General Directorate for prisons was pending at the end of the year.

In March, the Court of Appeal of Evora confirmed an earlier ruling that Leonor Cipriano had been tortured while in police custody in 2004, but that it could not identify those responsible. Leonor Cipriano had yet to receive compensation from the state. Gonçalo de Sousa Amaral and António Fernandes Nuno Cardoso, senior officials in the judicial police, had been sentenced to 18 months’ and 27 months’ imprisonment respectively, for falsely claiming Leonor Cipriano had fallen down the stairs. However, both sentences were suspended on the grounds that the officers had no previous criminal convictions.

Hearings in the trial of three police officers, accused of torturing Virgolino Borges while in police custody in March 2000, took place in November and December. Virgolino Borges was asked to give his testimony again as the recording had allegedly been lost due to technical problems.

If Leonor hadn't been tortured Benice, they wouldn't have needed to send, a team of two inspectors from Lisbon to try and cover it up.

Precisely.  And no doubt there was a time when that tactic would have worked.  It's good to know that some Portguese people in positions of authority have integrity.   Those 2 inspectors should have been prosecuted and sacked for trying to pervert the course of justice.   

I can't believe there appears to have been no official investigation into what happened at that police station on the day Leonor Cipriano was tortured.  They must have known who was present in the station at that time and who was handling that case. 
 
If there was any sort of investigation I've never heard of it.   

The notion that innocence prevails over guilt – when there is no evidence to the contrary – is what separates civilization from barbarism.    Unfortunately, there are remains of barbarism among us.    Until very recently, it headed the PJ in Portimão. I hope he was the last one.

Ahh - I thought that referred to the Prison Governor's investigation.   I was wondering about  an investigation by the PJ Officer in charge of the police station where the torture took place.
The notion that innocence prevails over guilt – when there is no evidence to the contrary – is what separates civilization from barbarism.    Unfortunately, there are remains of barbarism among us.    Until very recently, it headed the PJ in Portimão. I hope he was the last one.

This what you mean DCI?   Calling it "an internal investigation into the interrogation and torture of Leonor Cipriano by the PJ" ... but really trying to cover their own backs?

Am I right that largely the torturers are attached to the DCCB in Lisbon ... and the officers sent to interrogate Leonor are also from Lisbon. 

That they are trying to get Leonor and Dr Ana to agree that the horrendous damage done to Leonor, partially happened in Odemira jail and the rest happened in PJ custody (the supposed "fall down stairs") 

Good at stories, Amaral,  aint he ?  Was it one of his?

It was at Faro, wasn't it?  This man was in charge of the entire Faro district.

Guilhermino da Encarnação was responsible for cases like the Joana Cipriano case and Madeleine McCann

According to Joana Morais he died from cancer 24th february 2010 in a lsboa hospital

So looks like he is off the hooK !

Why cant you?

The courts also  accepted that little Joanna was beaten and murdered by her cruel mother and beastly uncle

I might be wrong in this and I am sure I will be corrected if I am but it is my understanding that it was the brother who was alleged to have killed Joana with Leonor being involved in the cover up.
A malicious prosecution for a crime which never existed. An exposé of egregious malfeasance by public officials.
Indeed, the truth never changes with the passage of time.

Unbelievable that any judiciary should regard a "confession" extracted under torture as safe.

Then we come down to the key point. The Cipriano case has NOTHING to do with Madeleine's disappearance.

and according to sources she admitted to killing her daughter.

So what has the Cipriano case got to do with Madeleine's disappearance ?

The two cases may not be directly related but they have several characters in common who have sought for their own reasons to draw parallels which may or may not exist.

Not as far as I'm aware, but then I have never found the forensics report online. Perhaps someone who has access to it could post it?
