The proof that he is a Paedophile is that he molested a six year old girl in Germany.    He went on the Dark web saying he wanted to abduct something small.  He has exposed himself to children.  Is that enough?

Public interest would probably amount to some imminent threat to the public eg a terrorist on the loose.
