Of course;

. We emphasise here that our criticism is directed in the main not towards Mr Grime but towards those persons who thought it appropriate to retain the services of and to deploy such an expensive resource in this way.

They also made it clear that they attached no blame to Grime. How could they when the decisions made weren't his responsibility.

Nevertheless, their remit was to consider "the efficient and effective use of resources during the Operation Rectangle investigation."

Grime's remit did not include any responsibility for ensuring that resources were used efficiently and effectively.

They highlighted what they saw as bad decisions, but those decisions weren't made by Grime.

They also highlighted his incompetence.. The Coco nut.
Also his instence of using an unnecessarily expensive hotel. And  his insistence at being pad for his. Sundays off

Not definitively a Coco nut;

"JAR/6 was subsequently examined on 31 March 2008 by a scientist from the University of Oxford Radiocarbon Accelerator Unit and by a scientist from the British Museum and was found to be a piece of wood or coconut shell."
(page 10)

This exhibit became famous because the media were told it was human before it had been scientifically examined. There was an over-reaction but not by Grime.

As I understand it personnel from LGC stayed at the same hotel as Grime.

Grime's payments for days when he wasn't working is, again, something that should have been considered and agreed before this mismanaged investigation commenced.

Eddie didn't say it was a child's skull, the anthropologist said that. Why Eddie alerted to the item isn't known.

The investigation was originally into historic sexual abuse.

It seems that due to Grimes faith in his dogs...the investigation changed to a homicide inquiry.
So as a direct result of faith in the cadaver dog the costs of the investigation  spiralled out of control.
Not a good advert fir Grimes business

We don't know why Eddie alerted to the spot where JAR/6 was found, although it appears that the scent which triggered his alert had adhered to the exhibit. Decisions were taken about what happened next, but not by Grime. I think wrong decisions were made, but attempts to lay responsibility at Grime's door are a step too far.
