First of all a sample has to be retrieved for testing.

We have no way of knowing if that is achievable nor do we have any way of knowing if that has already been done.

As an idea, 'surveillance' may sound doable. In reality it's a complex operation using more resources than Operation Grange have at their disposal. Another country's police force would do it only if there was clear evidence that there was a good reason for doing it and a clear end date imo.
