Why was it Mrs Fenn's responsibility? How was she to know the children had been left on their own ?

Good to hear that at least you're intelligent enough to realise that Mrs Fenn's statement that the children were left for 90 minutes is entirely possible.
If you heard a child screaming at the top of its voice for 90 solid minutes do you not think you might (at the very least) complain to reception?  First you ask how did Mrs Fenn know the children had been left alone and then you mention "Mrs Fenn's statement that the children were left for 90 minutes" - do you have a cite for the latter please?

Where do you get 90 minutes from?  I thought it was approximately 75 mins.

As to your first question, it doesn't matter what I'd do Mrs Fenn didn't.
I know she didnt, which leads me to believe the crying wasn't likely to be non-stop screaming.  A child screaming hysterically at the top of their lungs for 5 minutes is hard to cope with, never mind 75 minutes.

Screaming, crying, howling, it makes no difference. The main point is the McCanns claimed they had been checking every 30 minutes when obviously this wasn't true.

Maybe.  Or maybe the crying wasn't solid for 75 minutes as I said earlier, and happened over a period of 75 minutes and between checks.  Or maybe it was another kid altogether in the next door apartment.  We will never know the answer to this one.

Between checks?  @)(++(* My Madeleine was certainly a very considerate child. Imagine she'd cried ON their checks. They may even have had to stay.

Yes I do agree.  I don't think it's possible to say with any certainty that the children would have woken up simply because one was crying.  I don't however believe that any of them was howling at the top of their lungs, and if they were I would say it was most remiss of Mrs Fenn not to call reception and get something down about it.
Why would Mrs Fenn call reception when she wasn't part of the OC?

She would know that the apartment below was rented out by OC. Far better to report to the managers than confront the holidaymakers.

She did neither. It doesn't however mean she didn't hear Madeleine crying.

May I ask you upon which basis you think Mrs Fenn knew the number of OC 24hr reception?

I am not being unkindly.  I am trying to work out if this is supposition or if there is some evidence to support it.

I am not being unkindly.  I am trying to work out if this is supposition or if there is some evidence to support it.

I was under the impression that private owners had access to the Ocean Club facilities so that may be one means Mrs Fenn could have acquired OC/Greentrust's phone number. She may have needed it for maintenance issues. Would her apartment be leasehold?
There is always the phone directory too.

She didn't have to monitor them but I'm a bit surprised she didn't make a complaint or mention it to anyone in the immediate aftermath. I'm also surprised she could hear the patio doors, given that next door couldn't.
