Apparently every piece of evidence which wasn't already in HOLMES was entered by OG. This took until October 2015, which tells us that the OG remit wasn't arrived at as a result of reviewing the evidence. The remit says 'the abduction' and it's abduction which OG have investigated. My original question remains unanswered; how did those who created OG decide that the crime was an abduction? The Portuguese investigation did not reach that conclusion.

I have seldom read such ill-informed nonsense.  I had to read it twice because I was simply in disbelief you actually posted that.
"All I'm going to say is that we've conducted a very serious investigation and there's no indication that Madeleine McCann's parents are connected to her disappearance. On the other hand, we have a lot of evidence pointing out that Christian killed her," Wolter told the "Friday at 9"....

Aren't we all.  But you can't cure Stupid.  Especially when Septics so desperately want their ill conceived opinions to be believed.
It won't help pf course, so I have to wonder in passing what it is that they think they are doing.

Actually it is all a bit sad.

I have got used to the white hat and the black hat mentality sceptics suffer from.  But I've got to admit to having been thrown when HOLMES was dragged into the inanity of the fray.

I have never quite come to terms with any of this, although I did try to see what it was they were talking about.

But none of it ever makes any sense other than to perceive ill of people who might appear to be better than they personally think they might be.

This all so Village Pump that it should be laughable.  But probably in The Genes. And nothing much to be done about that.

The Penny to drop.
What is it you think three police forces, the world’s media and those who accept the likelihood that Madeleine was abducted by a stranger have failed to understand?  Do explain.  Bet you won’t.  Bet you can’t.

That she wasn't abducted?

It's boring going round and round in circles, don't you find?  You carry on believing that the police were constrained to only investigate abduction, refusing to consider any other possible alternative even if concrete evidence pointed in a different direction and I'll stay in the real world, if it's all the same to you.

You are moving on to after the remit. I'm asking how they arrived at naming the crime in the remit.

And once again I am reminding you that no one here can address your concerns nor answer your questions.  Get in an FOI request if it interests you so much.  You claim to be a researcher, do some actual research for once!

As no one knows the answer then it's perfectly possible that the decision was based on opinion rather than evidence. It's also possible that the opinion was wrong. If so, then it's possible that they have spent years investigating the wrong crime and are persuing the wrong perpetrator.

Lots of things are possible, but possible does not equal probable.  It is improbable that the collective brainpower of several police forces (professionals in the field of crime solving with ALL the evidence gathered to date) have all failed to spot what you (a granny who likes to think of herself as a bit of dab hand researcher despite having access to only a year’s worth of evidence and not even all of that) believe exists that points to this being a crime other than abduction.  What makes you believe otherwise, apart from arrogance and conceit?

The glaring absence of any tangible, verifiable evidence of abduction? Other than, because the McCanns said that's what happened, so therefore it did. I mean, just look at Rowleys take on the matter. The best he could present by way of abduction evidence was that because Maddie wasn't old enough to leave & start a life on her own, therefore she was abducted.
Maybe I'm wrong though & there really is concrete evidence that the three investigative forces keep closely guarded, & maybe the moon is made of cheese.

It appears the evidence is so closely guarded that the police forces involved aren’t even sharing it with each other.

Very odd behaviour from organisations claiming to be working collaboratively.

Ahh, but it could damage the investigation if they share all the evidence with each other. So I've been reliably informed.
