I think you will find electricity is realtively cheap in portugal... I suggest you check your facts thoroughly before posting in future...anyone who is not familiar with the relative price structure of energy in the EU is poorly educated...imo...LOL

I will put it another way.
What size kin motor in kilotwots do you think a key cutter has ?
Then work out the power it consumes in cutting a key which will be less than the motors plated power then use any countries price per kWh and you will find the energy to cut a key is practically FA.
So in the real world what would happen would be the sum of about 500 euros would be bunged in as lump sum to do the key cutting bit including buying the machine, a few blanks and power costs. Quite why you would want to buy your own key cutter is a bit beyond me. Some one who buys a key cutter will be remembered whereas someone having a key cut in the PT version of Timsons will be virtually unnoticed. But hey don't let little things like reality get in the way of a good conspiracy.
