 I'm not a doctor but I can make a few guesses.

Try to rouse them.
Check their pupils.
Check their reflexes.
Check regularly for abnormal pulse, heart rate, temperature.
Send blood for testing.

Kate was doing all of that herself.  And it isn't as though they were short of Doctors.

The Twins were okay, they just seem to have been sleeping rather soundly.

Yes, there's a contradiction there.

If Kate was worried enough to tell the police she suspected sedation then the children were not, in her opinion, OK. If the children were not OK they needed checking out. It's a case of you can't have one without the other.

Weren't they all rather busy looking for Madeleine?  Besides, there were far more doctors on site than in your average A&E.

It was utter chaos, for heaven's sake, and the twins were clearly not distressed.  In fact no one knows if the twins had been sedated.

Kate's pals Tweedledee and Tweedledum wouldn't have been aware what was a normal sleep pattern for the twins but their parents obviously were yet did nothing.  Were they so engulfed in trauma that they couldn't think properly??

Without equipment they couldn't do much. If the twins were OK why was Kate worried? Why does she continue to say they were drugged?
