Can anyone recite any real effort made by either parent to find Maddie in the country from where he disappeared?  Surely any parent would be out there regularly liaising with the police and trying to progress some sort of search?

eta    oh that's right I forgot. Kate McCann referred to one of the still serving detectives as a f.....g tosser in her book and two others as tweedle dum and tweedle dee.

There has been no requirement for Madeleine's parents to continue raising awareness of her independent of the active police investigation into her case.
They have achieved one aim and that is an active search carried out by the police forces of two countries using resources and expertise the McCann's themselves could not have realised in their widest dreams.  It remains to be seen if they will achieve the main aim of their continuing efforts, of finding out at the least what happened to her and at the very best effecting her recovery.

They will take no independent action which may jeopardise what remains to worked through of the Scotland Yard and Policia Judiciaria investigations ... and that includes commissioning an updated image of Madeleine.

We don't know what is going on in the investigation, but they do and for various operational reasons it may be an inadvisable course of action to take.
There may be more personal reasons influencing the release of an updated image.  Think about it.  Who is the image going to portray besides Madeleine?

Don't you realise the British cops aren't looking for a live Maddie.  The last time they went to Luz they were looking for remains and for someone to blame.

How often do police experts commission and release new age progression images of missing children in general? And with which frequency over time and are release dates haphazard?

It was you who stated Kate may have had a change of heart not me. I said supporters cared about whether a new age progression image was going to be released. It is you who are mixing up the two.
