I wonder where you get your information from? Read the remit! OG conducted both a review and an investigation from the very beginning.
I tend to source my information directly from the horse's mouth so to speak.
SnipMadeleine McCann had been missing for several days when I arrived in Praia da Luz in May 2007.
I had been sent to Portugal as part of the UK’s Child Exploitation Online Protection Centre (CEOP) response to Madeleine’s disappearance.
I was a detective superintendent and senior investigating officer (SIO) with knowledge about predatory child sexual abusers and non-familial child abduction.
...
Three years after Madeleine’s disappearance, in 2010,
I conducted and wrote CEOP’s internal review of the Portuguese investigation,
which was subsequently passed to the Home Office.
The review contained observations and recommendations that, after repeated requests from the McCanns, led to the Met being tasked to establish their own investigation, Operation Grange.

Initially there was no case.
Then there was a REVIEW.
Then there was OPERATION GRANGE.
Do you seriously think a REMIT never changes as fresh information is achieved? Oh Well Then!!! you should be ecstatically happy that a person of interest to the Portuguese cops in 2007 remains, not only a person of interest in 2022 but has progressed to being prime suspect.
