If no action was taken I think that after sixty five pages of discourse ... it might be safely assumed that no action was necessary as far as the well being of the children was concerned.
A different story regarding the conduct of the investigation, though.  Bearing in mind that responsibility lay entirely with the investigators and not the victims.
